Social Security Bill Reaches the Final Stage

A draft-bill on “reforms in the social security system in the civil sector” was tabled in Parliament on Friday. The Prime-minister chaired a broad meeting, attended by all competent ministers, the presidents of GSEE and GSEBEE which covered extensive talks on all issues with particular emphasis on arbitration, collective labour contracts and means to ensure entitlements (13th and 14 salaries).
Regulation contained in the draft-bill on social security in the public sector:
Greece submits with the EU Court ruling requesting equal retirement age for men and women.
 
Reforms in civil servants pension framework aimed to harmonize the civil sector social security according to the regulations of the Employment and Social Security Ministry draft-bill.
Targets of New Regulations:

The New Laws Aim:
Civil servants pension framework to absorb over 10% of state budget expenses.
 
To atain a fairer treatment of civil servants.
 
Open funds from the pension scheme and therefor, allow the financing and operation of a more effective and qualitative social state that ensures rights and services for all workers.

Following the obligation for the equalization of both genders retirement age, the draft-bill states the terms and time of implementation, as follows:
Transitional period begins on the 01/01/2011.
 
Equalization of retirement ages will be completed by 31/12/2013.
 
Debate on the draft-bill opens on Tuesday in the Parliament Plenum. In the meantime, GSEE and ADEDY have announced a 24-hour strike on Thursday, July, 8.
Pensioners’ Supplementary Benefit
“The amount of supplementary benefit for pensioners ‘remains at the same amount of €800,”Employment and Social Security undersecretary George Koutroumanis said. The new amount written (€1.000) was a mistake in the rush of competent services to harmonize regulations involving the Finance and Employment Ministries. 
Referring to the new collective labour contract SEV president D. Daskalopoulos said:
“The institutions of the National Collective Labour Contract is an exclusive responsibility of social partners carried out at the negotiations table. On the contrary, communication tours of interested parties and conflicting ministers’ interventions  downgrade the institution. SEV is patiently awaiting exhaustion of  talks .Then   it will invite GSEE and other social partners to reach an agreement which is our responsibility and obligation”.
Reactions
Ioannis Droutsis, ND deputy, responsible for the Political Responsibility and Social Security says: “the draft-bill on social security dramatically reduces our generation pensions as well as pensions of the new generation with a percentage of over 30%….plus it ignores the demographic challenges our country is facing and does not incorporate incentives to increase births”.
