Research Shows Over 100 Million Euro Allotted to NGOs

More than 100 million euro has been given for grants to Non-Governmental Organizations. This is the outcome of research carried out by the Special Permanent Committee on Institutions and Transparency of the Parliament. It has been decades since there has been any information concerning NGO’s operation and action and in some cases there has been doubt or no action.
The committee decided that it is urgent to create a unified legal framework for the NGOs, a unified national binding register and a flexible mechanism which will regularly control their finances.
Only two ministries, of Foreign Affairs and of Health, keep a register of the NGO they cooperate with and finance.  The Ministry of Citizen Protection keeps a voluntary organization register, while the majority of ministries keeps just  a catalogue of the NGO listed, which, is insufficient or includes a list of completely different organizations.
As a result of this phenomenon, grants are given to hundreds of NGOs without making clear neither the criteria on the basis of which the decisions are taken, nor the mechanism which controls the type of the grants and the management of the funds.
