Institutional changes for the revision of the Greek Constitution were proposed by the ruling New Democracy party, with most important those regarding the restoring of the role of the President of the Hellenic Republic and the depletion of the four-year governmental term. The governing party will seek to table the motion in Parliament by December 3.
“The time has come, inside the crisis, to open the route for a new political regime. Because the crisis we all experience at this period, projects the need for extended and deep changes in the function of our democratic system of government,” Prime Minister Antonis Samaras said after the closing of the party’s committee regarding its proposal on Constitutional Revision.
The governing party’s proposals consist of 31 changes, although the basic ones are those regarding the restoration of the regulatory role of the President of the Hellenic Republic, the strengthening of his jurisdiction and the change of his election process, as New Democracy’s committee chairman, Prokopis Pavlopoulos, revealed, leaving the possibility open for disconnecting the presidential vote from the Parliament’s dissolution and the early elections that follow in such instances. Furthermore, the party’s proposal main objectives also include the strengthening of the welfare state.
In addition, the ruling party will seek a centralized government which is less contingent on the Prime Minister, aiming to strengthen the electoral system and deplete the four-year governmental term. A smaller number of MPs is also included in New Democracy’s proposal, while an MP serving as Minister will lose the privileges that entail from his role as MP. Amongst others, the party’s proposal underlines the necessity of reforming the institutional framework of the independent administrative authorities.
