State Department Rescinds Terrorist Designation of Greek Guerilla Group November 17

17N_oplismos2_356_355The U.S. State Department revoked the designation of Greek urban guerilla group November 17 as a terrorist organization, as stated in the decision published in the Federal Register.
The leftist organization acted between 1975 and 2002 and is responsible for the murder of 23 people. Among their victims are Greek politicians, policemen and citizens, and also foreign diplomats, including a U.S. diplomat and a U.S. Air Force officer.
The group was dismantled in 2002 after the arrest of Savvas Xeros, who was injured by an explosive device he was setting up. A total of 16 people were convicted and received sentences ranging from eight years to life imprisonment.
On August 26, Secretary of State John F. Kerry decided that November 17 is not a foreign terrorist organization.

In the Matter of the Designation of the Revolutionary
Organization 17 November aka Epanastatiki Organosi 17 Noemvri, aka 17
November, as a Foreign Terrorist Organization Pursuant to Section 219
of the Immigration and Nationality Act, as Amended
Based upon a review of the Administrative Record assembled in this
matter, and in consultation with the Attorney General and the Secretary
of the Treasury, I conclude that the circumstances that were the basis
for the designation of the Revolutionary Organization 17 November as
foreign terrorist organization have changed in such a manner as to
warrant revocation of the designation.
Therefore, I hereby determine that the designation of the
Revolutionary Organization 17 November as a foreign terrorist
organization, pursuant to Section 219 of the Immigration and
Nationality Act, as amended (8 U.S.C. 1189), shall be revoked.
This determination shall be published in the Federal Register.
