Former Greek Parliament President Publishes Report on Third Greek Bailout


The outgoing Greek Parliament President Zoi Konstantopoulou officially vacated her seat on Sunday, for newly elected president Nikos Voutsis, but not before making a statement.
Konstantopoulou gave Voutsis a study produced by the Truth Committee on Public Debt, which she established, and asked him to complete the work she began.
The document was not just given to Voutsis. It was uploaded and can be found at the website of the Greek Parliament.
In the report entitled “Illegitimacy, Illegality, Odiousness and Unsustainability of the August 2015 MoU and Loan Agreement” the effects and nature of Greece’s third bailout are analyzed.
“Since February 2015, following the ascent to power of SYRIZA, the forms of coercion and intervention were mostly direct and threats were not limited to the government but also to the Greek people,” the report asserts and goes on to list a number of occasions between June 25th and July 13 that such coercion could be seen.
The report argues that since and during the July 5 referendum, Greek people rejected two proposals that are similar to what the Greek government agreed upon with creditors later on, this agreement cannot truly be in the interest of the Greek people.
“Given that the debt and all of the 2010-2014 loan agreements have been found to be odious, illegal and illegitimate, any subsequent loan agreement that is predicated on these (while ignoring their illegal character) is itself also odious, illegal and illegitimate,” the report found. 
The implications of the bailout on society will be onerous according to the committee as poverty, class polarization through reduction of pensions, increasing taxation on farmers and the phase out of the reduced VAT status that exists on Greek islands will be burdensome for Greek society and government to bear.
“The Truth Committee on Public Debt would like to express its deep regret that the Tsipras government took no consideration whatsoever of the Committee’s Preliminary Report, completed in June 2015, during negotiations with the creditors. In fact, Prime Minister Tsipras agreed that no haircut to the debt would take place despite being fully aware of the odious, illegal and illegitimate character of the country’s debt,” the report concludes.
