Moscovici Sees Connection Between Lowering Taxation and Combatting Tax-Evasion

moscoviciEuropean Commissioner for Economic Affairs Pierre Moscovici tied a potential decrease in labor taxation in Greece with reducing tax evasion in a recent statement.
Moscovici made the remarks in a written response to European Parliament member Dimitris Papadimoulis‘s question on potentially lowering taxes in Greece. Papadimoulis had asked whether the Commission would support the Greek government in lowering taxes and what do they proposed to ensure a fair tax burden distribution.
The Commissioner noted that based on a study conducted in September, Greece’s implicit tax rate on labor as well as the labor tax on the average wage, is relatively lower then the European Union country average. Moscovici points out that based a member state could need to lower the labor tax burden if either of the above is higher than the EU average.
“Reforming tax systems is a national responsibility. However, the Commission welcomes the intention of the Greek government to proceed to reforms aiming at distributing the tax burden fairly, in the context of the implementation of the European Stability Mechanism program signed in August 2015. The scope for reducing taxes on labor income will increase as the action to fight tax evasion and undeclared work starts producing tangible results,” he wrote.
Moscovici’s response came on December 22, 2015.
