The Greek government promotes the “Scratch Card” as a solution to limit the state΄s accounting losses, caused by the reversal of gambling market planning, following the double rejection of the European Commission to review the proposed law bill as an emergency.
Although the number of permits to be allocated through an international tender remains unknown, the Finance Ministry revealed that it has set an objective to raise €300m. Foreign firms, including Deutsche Bank had estimated the value of each license for Scratch Card and State Lottery at just €75m.
Market sources told Capital that the management and operation of lottery is considered a relatively safe investment with a controlled risk management, however with limited profitability. This is a low margin game, which has managed to “take off” only in specific markets worldwide.
