Simplification of Customs Procedures for Inward Processing to Boost Exports

Specifically, the general secretary is preparing a policy framework that will facilitate the following:
1. Transfer of goods placed under the inward processing procedure.
This procedure will allow transfer of raw materials, intermediate or by-products, placed on the inward processing from licensors to other permit holders, without interrupting the process.
2. Electronic customs declaration
The procedure for submission of customs documents for the transfer of goods will be done electronically through the Integrated Customs System ICISnet. The acceptance of the declaration by the appropriateĀ customs office and the issuing of the Movement Reference Number (MRN) is the time of transfer of rights and obligations.
3. VAT exemption procedure
The transfer of raw materials, intermediate or by-products in the customs inward processing procedure to another person within that system, is exempt from VAT. For proof of exemption the sale invoice is required (with VAT exemption under Article 25 of n.2859 / 2000) and the copy of the customs document.
For exempting products to be put in inward processing, the issuing of an invoice without VAT is required. For issuing proof of export outside the European Union and subsequent VAT exemption, only a printing of electronic form IE599 is needed.
