Greek Finance Ministry, Regional Authorities Decide Against Transfer of Unused Funds to State Budget

A decisive meeting between Greek finance ministry’s leadership and regional authority governors ended on Friday with regional authorities not transferring any unused funds for financing infrastructure development to Greece ‘s state budget.
In statements, the head of the Union of Greek Regions Kostas Agorastos said that nothing will change in the management of Regional Operational Programme funds and that no problems relating to the underfunding of projects or lack of funds to regions will arise.
Deputy Minister of State Terens Kouik, who also took part in the meeting, advised that money will not be taken from the regions to pay wages and pensions. He stressed that the government is working in order to find the best use for every last euro of National Strategic Reference Framework (NSRF) funds.
Regional authority governors noted after the meeting that there is no provision for the transfer of NSRF funds to the state budget under Community law, and no procedure for implementing the circular sent to regions by the finance ministry. Regional governors also instructed the Finance Ministry to transfer funds to their budget that were not immediately required to pay jointly funded projects. The same sources said that a circular with further clarifications will be issued in the next few days.
